Ready for a long answer? Here goes...
Using Photoshop, you put the words on one layer and the balloon on another. The steps to make a balloon are also long, so I'll be omitting them. :P On the text layer, add the layer style stroke, and make it in the same color as the balloon. Use a thicker outline, like 2 or 3 pixels. Then, on the balloon layer, use layer style stroke at 1 pixel in black. Go back to the text layer and select Layer: Merge Down. The two layers should combine, and the black outline will be added around the text.
